The font determines if you can have lowercase letters some fonts are only uppercase.

Hope you didn't have to wait this long to figure it out, but:

Third answer: In your Text window (go to Window->Text to display it if you've hidden it) you might have turned on "all caps," or "Small Caps" which is indicated by a button showing two capital T's or A large capital T and a small capital T next to each other.

Either of these will force PS to make the text all caps- in the case of small Caps, the text will be larger if it would actually be a capital letter.
